INTERREG
II C (SuPortNet I) and INTERREG III B (SuPortNet II) in the Baltic
Sea Region in co-operation with Phare and Tacis.

Project partners
|
SuPortNet
involves partners from EU countries (Germany, Denmark, Sweden,
Finland) under the Interreg IIC in phase I and under the Interreg
IIIB program in phase 2.
Partners from Poland and Latvia
participate with PHARE funds in phase 1. Representatives from Lithuania,
Estonia and Russia (Kaliningrad and St. Petersburg) partcipate
with financial support from Mecklenburg-Vorpommern. For the St.
Petersburg region in February 2001 an additional project for harbour
infrastructure planning and administrative regulations for foreign
visitors started, financed with TACIS fundings and co-financed
by Mecklenburg-Vorpommern.
Municipalities
from Norway participate with national/municipal funding.

Project co-ordinator
|
The
lead partner of phase 1 (Ministry of Labour and Construction of
Mecklenburg-Vorpommern, Germany) and phase 2 (Ostfold County, Norway)
have both delegated all co-ordination tasks to PLANCO Consulting
GmbH, Essen/Schwerin - Germany.

Present status
|
SuPortNet
I was completed with success in June 2001. Phase 2 was completed
with success in January 2005.
The partner municipalities and harbours want to continue their co-operation with
the objective, to support the implementation of the planned projects and to initiate
a common marketing strategy.

islands and other specific areas.

Background
|
| Boat tourism
offers economic potentials for major parts of the Baltic Sea Region.
Sustain-able development requires to coordinate corresponding infrastructure
developments with nature projection and with urban and regional development.
To make full use of boat tourism potentials, a network view is
required to allow tourists to travel across regions and national
borders.
Such integrated spatial concepts were developed for the coastal
area of Mecklenburg-Vorpommern and Poland in 1995 and 2004, and
for inland lake districts of Mecklenburg-Vorpommern (1997).
- SuPortNet is a next step by
extending the spatial network planning approach to other BSR countries (Latvia,
Estonia) and regions (Berlin-Brandenburg/ Germany, Turku/ Finland)
- proceeding to the local planning level for preparation of specific
projects
- supporting the integrated planning approach by mutual learning
(best practise) involving also partners from Nordic countries
(Denmark, Sweden, Finland)
- improve information for tourists

Objectives
|
- Contribute to integrated management of coastal
zones with potential for boat tourism;
- Initiate a learning process through exchange
of experience;
- Improve conditions for private investors (in
public-private partnership) by demonstrating
- the feasibility
of projects and
- acceptable development concepts, thus minimising
investors' risks and approval delays
- Strengthen municipalities' position when negotiating
with private investors
- Enhance intersector co-operation for development
at municipal and regional levels
- Promote networking among different ports
- Promote sustainable boat tourism (particularly
in small harbour communities having lost tradional functions)
- Integrate boat harbour development into urban
and regional planning

Approach
|
The project covers
boat har-bours in coastal and in inland lake areas. The international
character is an essential aspect of the project, as is the large
number of participants (55, of which 27 in EU member States in SuPortNet
I and more then 100 in SuPortNet II), to develop attractive networks
by synchronised development.
Main activities were:
- Preparation of framework plans for an improved
physical network of boat harbours integrated into the nature
environ-ment and urban/ regional infrastructures (inland lake
areas in Berlin-Brandenburg/ Germany, sea shore and inland areas
in Estonia)
- Preparation of plans for improvement of specific
harbours and their integration into urban structures. This includes
plans for reconstruction or extension of existing harbours, and
in few cases new harbours (marinas). Types of plans include urban
structure resp. land-use plans, EIA, harbour layout plans, technical
investigations
- Exchange of experience through international
workshops A feedback with other project partners will be arranged
to promote mutual learning. This includes international workshops
where partners and other specialists present and discuss their
experience
- Installation of an IT-based information network
among harbours and planners. An Internet platform will be made
available where relevant project experience will be accessible
- Development of an internet based tourist information
system as marketing tool for the BSR as sailing region

- Enhanced knowledge how to promote boat tourism compatible
with nature and landscape protection, and with urban development
- Information networks among harbours open for a wider number
of ports

digital maps
